Random Draft

One way to discourage tanking would be to have random draft every two years. The draft for 2012, for example, would take place as normal but no team would know their draft position until after the draft took place. If my team got the 1st pick in 2012 it would get the last pick in the 2nd round. In 2013 I would get the 16th pick in the 1st round and the 1st pick in the second round, and so forth. The same would apply to the other teams. The 5th pick in 2012 would receive 12th in 2013. Then in 2014 the process would be repeated. This would reward good drafting and team management and make the game more like real life baseball where the first draft pick isn't automatically a superstar.

Variable development curve seems to take care of this.
