In short, let's say there are 5,000 ICs per league per season. (Obviously the number changes depending on the development system.) Divide the available number of conversions among all the categories, and let GMs fight it out. Does everyone try for PvR? OK, but the success rate will be lower than otherwise. Meanwhile, the one GM who has decided to assign "Arm" to a player gets an above-average conversion rate because relatively speaking nobody else is interested in Arm.

The easiest way to do this is have GMs prioritize attributes by assigning a score to each one, which would add to 100. These numbers would be private, but if you noticed your 18-year-old wasn't converting PvR chances, you would know it is because the other 15 GMs are over-emphasizing PvR, and all those extra ICs give the same result.

At the end, there are just as many conversions for each attribute, on average, as there are today, but now you're using a dynamic pricing model to get there.

I bet it is, and you know what's funny? Bunting has been a leading vote-earner for years, and they just added Bunting to the WW for both hitters and pitchers, so maybe you're going to get BUNTING IN FAKE BASEBALL.
