Clearly he didn't know the meaning of sovereign or sovereignty. On one hand you can't hold it against him because most Americans don't know the meaning of sovereignty. Sorry, but I think it does matter. Having a speech impediemnt doesn't mean you're stupid, but one of the primary jobs of President is to instill confidence in the people. And talking in circles about issues like that just scares me. And it would be one thing if he did it every now and then. He does it ALL THE TIME, whenever he's unprepared for a question.
