Team salaries

Florida has a payroll of $34 million and nothing resembling a competitive team. I think this is the second year in a row that there's been at least one team below $50 million in payroll (last year Florida and Brooklyn were very low but can't remember the exact numbers).
I know the offseason is fast and furious and it doesn't take much to miss out on a couple of key guys but this is two years in a row now. Obviously, this affects the competitiveness and the distribution of talent in the league. In turn, it takes away from the fun of the game, knowing not everyone is trying.
How do we prevent this in the future? It's difficult enough to find new owners and penalizing a team won't really help matters, without having an owner with the will to at least field a competitive team.

We need a couple owners - preferably with salary league experience - to chaperone those two teams through the free agency period until owners can be obtained.
