I've made some tweaks to some of the underlying numbers for stealing.
It will now be a little easier to steal 3B.
Players will attempt to steal 3B far less than they do now.
Players will attempt to steal 2B a little more often than they do now.
I basically shifted some of the attempts of 3B into the 2B bucket.
