POLL for GMs on WAIVER WIRE use after AMATEUR DRAFT

The following question is submitted to the GMs of the teams in the Jimmy Wynn League to seek their position on the question of whether or not the WAIVER WIRE TRANSACTIONS in the Jimmy Wynn League is RESTRICTED as described below or LEFT AS CURRENTLY DEFINED IN the RULES..

1) NO CHANGES. Free for all after Amateur Draft. No Limits on Waiver Wire Transactions. No restrictions on Team Movement.
2) ONE WAIVER WIRE Transaction per Team in the first twenty-four hours after the Amateur Draft based on the following schedule that the 8 teams with the LOWEST WIN Percentage can select ONE Player in the first 12 hour period after the Amateur Draft. The Remaining 8 teams can select ONE player in the next 12 hour period on Sept. 17th & Sept. 18th. League Moderator to set date/time schedule for 12x12.
3) Option #2 with the addition of a LIMITED Free For All on Thurs, Sept. 18th with No More then two Waiver Wire Transactions per team (after eight PM EST( 5pm PST)). Finally a Full Open Waiver Wire on Fri., Sep. 19th. (at noon EST. 9am PST)

Please vote on the WAIVER WIRE Rule question. alternatively, all comments are sought on this question as we are looking at going thru this process on Sept. 17th, 18th. in the Jimmy Wynn League.

my preferences would either be number two limiting everyone to one transaction in the first 24 hrs, esp if it meant that it doesnt matter when you make your move. i think their is enough safeguards to help the people who came in the bottom of the leauge, and i maintain in a league where this is the first season few teams if any have a chance to develop a dynasty already. we all have weaknesses, and the initial draft left teams like mine who have been near the top all year with out much youth to look to the future with. i think the opposite also applies.
i also kind of like my idea about the ws winner league gets fist go. just a bit of spice.

This post is an attempt to clarify the poll question after the Amateur Draft.
Nathan (NateHoyt83) proposes that if the GMs agree to restrict Waiver Wire transactions to eight teams in the first twelve hours and then all teams in the second twelve hours for ONE Waiver Wire Transaction, that the Division represented by the Winning Team in the World Series gets the first twelve hour shot at the WAIVER WIRE.
My intent with the original proposal was that if the season ended on Aug. 31, that the Won/Lost %percentage would determine whether a team was in the first eight or second eight teams for selecting ONE player from the WAIVER WIRE.
Following is an example:

An additional idea as far as modifying the WAIVER WIRE activity is to have a limit of no more than two WAIVER WIRE Transactions per team over the second 24 hours period. (DAY 2 after the AMATEUR DRAFT (hours 25 thru 48)) in order to give all GMs an opportunity to pick up at least three players from Waivers before the FREE FOR ALL on the WAIVER WIRE would start on the THIRD DAY AFTER the AMATEUR DRAFT ( after 48 hours had elapsed from the AMATEUR DRAFT).

Those were the ideas that were being presented.
Otherwise after the AMATEUR DRAFT occurs, then all teams have an opportunity for UNLIMITED WAIVER WIRE TRANSACTIONS WITHOUT ANY LIMITS...ON A FIRST COME FIRST SERVED BASIS..

I'd be fine with the 12 /12 rule for day 1. 2 player max for day 2. Free for all thereafter. If 12/12 seems to restrictive, then suggest a 2 player max on day 1 instead. Think some type of limit is need so everyone has a shot at ww. I should be on-line as draft happens and it would be easy to pick up 5-6 guys, especially as my team is older and I may lose that many to retirement. That would not be in the best interest of the league nor fair to everyone else. Hopefully we can decide on some type of intial limits. Also, Crusader has my vote as "information officer". Making sure everyone is aware of the final decision. He did such a good job with getting the word out about the message board, :)

i think that one transaction is enough for each team in the first 24 hrs after the draft i still do not like letting the teams with lower winning percentages going first based on that alone, but its not particulary important to me. even though my team will probably be much weaker over the next several seasons at least i had this season. but i do think that one transasction is sufficient. especially since we dont know how much is going to be out there, and how many players every team is going to need. for example i have 3-4 of who are over 32 and the same number of pitchers, and a ss that is 34 if half of those players retire, and i need to replace them on my roster the arrangement we are talking about now would have me unable to pick up anyone for 12 hrs. while milwaukee could come along and grab the 2 best guys after having done nothing all year. i think one transaction is sufficient for the immediate 24 hrs after the draft. lets make sure that there is still some quality left for the teams that have been working there rosters from the get go.

it doesnt look like the waiver wire rule will work out so far 5 are against it, but it was a good idea, thanks guys, yankees and knights for keeping everyone involved and well informed.

To Whom it May concern: The RULE Book is a beautiful thing.
Also, if you go to the User Control Panel and select the button EDIT Profile that is located in the Upper Left side of the Control Panel. The last or second to last entry let's you attach a signature that can be used to identify yourself when you post to any of the threads on the Message Board (MB).

Following are some excerpts from the rule book on the Amateur Draft and the Off Season run that is made in the Dynasty Leagues between seasons

Rule 2.02(b)-The Amateur Draft
For the Dynasty leagues, your team will participate in an Amateur Draft in between seasons. The amateur draft lasts 5 rounds, and each round goes in the same order -- the team with the worst record the previous year picks first and the team with the best record (not necessarily the World Series winner) picks last. You can set your preferences on the Amateur Draft <draftpref.jsp> page. This page can also be found under GM Center from the top menu. Like the Inaugural Draft you will have the option of changing how players are evaluated during the draft. But instead of just choosing a draft strategy, you will be able to specify which positions you wish to draft. Or if you would just like the best available players regardless of position, you can use the Any Player feature. There is a more detailed explanation on the Amateur Draft page.
In the Amateur Draft, most players are 22 years old or under, but there are a few older (23-24 year old) players. Usually, the top few players picked are studs that can make an impact right away while the rest of the first round draft picks are good prospects, many of whom can play right away. The second round usually has good players as well, although you won't find many superstars, you will usually get a future solid pro. The 3rd round can be hit and miss depending on the overall talent level available, but in most cases you generally get a decent prospect. The 4th and 5th rounds are pretty random overall. Sometimes you'll get a 18 year old who will eventually develop into a good player, other times you'll get a 23 year old loser who you will release.
Rule 2.04-Off Season
If you are in a Dynasty league, there will also be some off season activity that happens between seasons. A few things happen in the off season. First, you may find some players on your team retire due to old age. Also, this is the time of year where younger players with Major League experience will realize improvements. The amount of improvement is based on how much playing time the player received on your major league squad during the previous season. For every 10 plate appearances, 3.8 IP (starting pitchers), or 1.6 IP (relief pitchers), a player will receive 1 Improvement Chance. Older players will even get these as well. Age and current skill level play factors into whether the improvement chance results in an improvement. The *sweet* spot is 24-25; these players have the greatest chance at improving. Really young players (21 and younger) will improve at a slower rate than in previous seasons. Also, if a player is already really good at something (like Speed), his chances of improving are reduced even further. Players that didn't play any games at the major league level are not eligible for any off season improvements.

Also, older players may have some diminishing skills. They may decrease in some abilities during the off season. A pitcher's Endurance rating may also be adjusted during the off season based on the number of innings he pitched in the previous season. In this way Dynasty League owners can change relief pitchers to starters, but be warned that their Health rating will go down as well, so they will be more susceptible to injuries. Also, over-using a young arm (27 or younger) by pitching him more than 200 innings if he is a starter and 100 innings if he is a reliever will cause his health to go down as well.
Rule 3.04-Minor Leagues

Usually, it is better to keep players that are 20 years old and younger in the Minors. They will improve more in the minors with 5 coach points on them than they will in the majors. The ages of 21 and 22 are the "in between years" where a player will improve about equal in both the Majors and Minors. Once a player reaches 23 years old, it is usually better to place him on your Major League team, however, if he would only be on your Bench, it is still better to keep him in the Minors. Once a player reaches about 27 years old, it will be very rare that he will improve at all in the minors.

Note that it takes about 6-8 improvements for the player's letter grade to improve for that particular skill (ie Power Vs Lefties). Even though the letter doesn't change from a B- to a B for a skill, the player DOES realize a small improvement in that skill (he is a tad better at Power Vs Lefties, just not enough to swing the letter grade up a notch). Also keep in mind that since there are fewer catagories for pitchers to improve in, they will receive improvements less frequently than batters.
