[u]Forming and Running a Speed League[/u]

[u]Speed League Rule Changes[/u]

Rule changes once a speed league has begun are governed by the following guidelines based on the significance of the rule change. Before beginning the voting process for a rule change a commissioner must get approval from one of the Administrators. Please send a u2u to Admin.

If a rule change is not listed below, it will be considered a major rule change by default. Unlisted rules may be submitted for review of the Speed League Committee to determine its classification.

If a modification or addition of a rule is required, the commish may rule on the matter. For example, when the new Amateur Draft was added, all leagues needed to set which day the draft lists would become available. Since not picking a day wasn't an option, commissioners submitted dates after soliciting feedback or holding league votes.

[b]Votes Needed[/b]

[u]Major Rule Changes[/u]

Leagues must have unanimous consent to change a major rule once a league has started. A reasonable window must be allowed to vote on a rule (at least 5 days). Any person that doesn't agree with the change can effectively veto the rule.

If a league is a subscription league, a major rule change can be pushed through with a 75% approval. In that case, the change will take place several seasons in the future.

[u]Minor Rule Changes[/u]

2/3 of owners who vote on the rule must approve it, rounded to the nearest number. So if 9 owners actually vote, 6 would have to approve. If 7 owners vote, 5 would have to approve.

[u]Very Minor Rule Changes[/u]

1/2 of owners who vote on the rule must approve it, rounded to the nearest number. So if 7 owners vote, 4 must approve.

[b]Changing rules between terms[/b]
In the event a term league wants to change a rule, but doesn't have the required approval, they can try to change the rule in between terms. In this scenario, all owners will vote with choices linked to their renewal decision. The votes will be tallied based on which outcome produces the most renewals. For instance, the choices might be:
- I will only renew if we make this change
- I prefer this change, but will renew either way
- I will not renew if we make this change
- I prefer we not make this change, but will renew either way
- I do not plan to renew no matter what.

Changing the number of games per day by more than 3
Rules on the number of veterans a team has to carry in the majors
Forcing teams to name players according to a theme (ie after players from an era, tv characters, etc.)
Rule 5 Drafts
Redrafting of teams
Using Blind rules
Showing numbers vs letters
Conducting a live amateur draft
Using a lottery system or any other altering of the order for the Amateur Drafts
Forcing teams to use particular settings for drafts
Teams that lose too many games will lose draft picks
Trades/No Trades involving Coach Points
Rules on how many players can play out of position
Rules on preventing older players from playing in the minors
Rules on blocking trades through an adhoc waiver wire claim system
Changing the minor league system

[u]Minor Changes[/u]
Changing the number of games per day by 3 or less
Rules on the number of high endurance pitchers a team has to start
Any rules on picking up of players on the waiver wire
Rules on carrying catchers on the MLB roster
Min/Max rules for minor league roster
Changing the ages or number of veterans necessary under an existing league rule
Changing the retirement system from 1 to 2, from 1 to 3, or from 2 to 3.

Please note that we may make exceptions to the voting requirements depending on where the league is at in it's current term and what rules it already has. Some rules which are listed as major changes might be allowed as minors, especially if you're near the end of a term. Other changes which might normally be minors we might ask them to be voted on as majors, especially if the league or term just began. Again, you'll need to notify an Admin with your plans before the vote so we can let you know if the requirements change.
