Plate Appearances

Do Hit By Pitcher,Sacrifice Flys,and Sacrifice Bunts count as plate appearances?Also are they rounded off to the nearest whole number when computing 3.1 plate appearances per game played by the team?I do belive Erik Paige has a couple of the first two.If so then after 81 games Paige would be less than 20 plate appearances from qualifyiny for the Batting Title in the American League.
