I wanted to move these here, since the website is no longer being updated. If anyone wants to take on the task of updating the website, let Admin of the commish know.

1.0 Blind rules: No plus or minus ratings on player letter grades to simulate the uncertainty of scouting and also places a greater emphasis on player stats over player ratings. Major and minor league improvements are also hidden to prevent owners from estimating exact letter grades.

2.0 No player name changes without either approval from 2/3 of voting owners or Commissioner approval.

3.0 This league will use the original 1955 team names only. Owners are not allowed to change team names even if the ownership changes. This will help maintain league integrity and professionalism (prevents weird and unrealistic team names).

4.0 Trading minor league coaching points (CPs) will not be allowed in this league. Although trading coaching points can be an effective part of rebuilding, it is not realistic and can lead to confusion when attempting to formulate trade offers.

Additionally, "renting players" will not be allowed in the league. Owners may not trade a player temporarily. When a player is traded, he belongs to the new team and the original team has no rights to that player. Any such arrangement or agreement is considered collusion and is grounds for the dismissal of both owners from the league (i.e. cheating).

5.0 Draft choice trades will be allowed two seasons in advance. If an owner is leaving the league, he or she should not trade draft choices for seasons he or she has not purchased or does not intend to play out. No draft pick trades beyond 1967 (which should be the last year before everyone needs to renew).

7.0 The Commissioner will be the arbitrator of owner disputes. However, owners are encouraged to privately resolve their differences before airing them publically or bringing them to the Commissioner for arbritration.

8.0 The Commissioner will be responsible for monitoring the league message board. The Commissioner has the right and authority to close message threads. He also has the right to edit and alter messages that are rude, derogatory, or inappropriate.

9.0 Players acquired through trade or waiver wire after August 31st (game 132) cannot appear on any post-season roster.

10.0 The pool of Amateur Draftees will be populated 11 PM EST on the day the league reaches September 1st (game 133). This date is five days prior to the start of the post-season and gives owners five full days to set their draft preferences before the actual amateur draft takes place. For example, if the post-season is scheduled to begin on May 7th, then the draft pool will be populated at 11 PM on May 2nd.

11.0 Post season roster changes are allowed between (not during) each post-season series. Injuries are no exception.

12.0 No team may make waiver wire transactions during the post-season. The entire waiver wire is frozen during the post-season. After the final out of the world series, waiver wire activity may resume.

13.0 No team may make trades allowed during the post-season. After the final out of the world series, trading activity may resume.

14.0 Inactive owners will lose their teams after 14 days unless the owner has contacted the Commissioner to make arrangements. Otherwise the Commissioner will step in as the acting owner until a full time replacement owner is selected. The goal is to have active, dedicated owners; if that's not you, then you shouldn't be in this league . The commissioner reserves the right to extend the 14 day limit based on circumstances.

15.0 Owners should contact the Commissioner via e-mail to challenge a trade. The Commissioner will seek input from the challenger(s) and any owners involved in the trade before making a binding decision. This process will take no more than 2 days starting from the point when the Commissioner reads the e-mail challenge. Note: trade challenges should be made within 5 days of the actual trade. The Commissioner may make an effort to resolved the matter privately before involving the rest of the league.

If no aggreement can be reached in private, then the Commissioner may solicit opinions from the rest of league via a message board thread. Both sides of the dispute should make a public statement via the message board thread. All owners have two days to respond, via the same message board thread, with a vote of yea or nea . If after two days owner opinion is divided, then the trade will stand. However, if two-thirds or more of the owners who voice an opinion agree that the trade is unfair then the trade will be reversed by the owners involved. If the owners are unable or unwilling to reverse the trade within 2 days of the final decision, then the Commissioner has the right and the authority to step in and reverse the trade.

While a trade is in dispute, players involved in the trade should be removed from the everyday lineup or moved to the minor leagues. If the player is moved to the minor leagues, then he is considered protected from any owner making a waiver claim. The Commissioner has the right and authority to enforce this assuming owner(s) are unwilling or unable to take a player out of the everyday lineup.

16.0 The Commissioner has the authority and the access to reverse clearly lopsided trades. Reversing a trade will only occur if the trade is clearly lopsided or if evidence of collusion exists. If there is evidence of collusion, the involved owners may be asked to leave the league for reason of cheating.

17.0 Owners who choose not to renew their teams at the end of a payment cycle should not make trades beyond the current payment cycle. The Commissioner can reverse any trade that clearly violates the integrity of a non-renewing team. The Commissioner will seek input from any owners involved in the trade before making a binding decision.

18.0 Rules on handling rude, derogatory, or inappropriate posts in the league forum. Any owner who is rude, abusive or derogatory will receive a warning. After the initial warning, the Commissioner has the right to remove the offending owner from the league. The Commissioner will assume temporary ownership of the team until a replacement owner is selected.

19.0 The Commissioner has the right to designate an interim or acting Commissioner in the event of a planned or extended absence.

20.0 Standard SimDynasty private league rules apply. With the addendum that the Commissioner may vote as an owner even if the Commissioner has no team.

22.0 A special "Double X" award will be instituted. Rules will be established by the Commissioner. The award is intended to recognize exceptional Jimmie Foxx-caliber hitting performances.

23.0 For clarification, the following private league rules will not be part of this league:

* Rules on the number of veterans a team has to carry in the majors.
* Rules on the number of high endurance pitchers a team has to start.
* Forcing teams to name players according to a theme (ie after players from an era, tv characters, etc.).
* Rule 5 Drafts.
* Redrafting of teams.
* Using a lottery system or any other altering of the order for the Amateur Drafts.
* Conducting a live amateur draft.
* Forcing teams to use particular settings for drafts.
* Rules on picking up of players on the waiver wire.
* Rules on carrying catchers on the MLB roster.
* Min/Max rules for minor league roster.

24.0 The fee for league membership and team ownership is $60. This includes $5 for a prize at the end of the initial league signup period (see separate entry for prize details).

The JFL will last approximately ten months which should work out to be exactly 18 seasons (at 17 days per season). Original owners will have the option of keeping their teams beyond 18 seasons assuming they pay for an additional 10 months. However, the Commissioner reserves the right to "un-invite" troublesome or disruptive owners.

25.0 Each owner is free to use their own Initial Draft settings. However, novice owners are strongly encouraged to read the following message board post before deciding on his or her actual settings:

26.0 If the Commissioner steps in as a temporary team owner, he will act in the best interest of the team. As temporary owner the Commissioner may take the following actions:

* Responding to trade offers (accepting, declining, counter-offering, etc.)
* Forumulating trade offers to improve the team or fill lineup holes.
* Promoting and demoting players.
* Acquiring waiver wire players.
* Coaching point assignments.
* Setting lineups and rotations.
* Changing or setting amateur draft settings.
* Changing manager preferences.
* And any other action that is in the best interest of the team.

27.0 It is my intention to adopt the new Mentoring system into this league when testing is completed. I would like our league to be one of the first to get the new mentoring code. Last I heard it would be ready sometime around September 2005. This will probably be around season 10 (give or take).

According to Tyson, the Private Leagues may have some leeway on scheduling the adoption of mentoring. When the time comes we will take a vote as to when we should implement (based on the options Tyson presents).

28.0 The JFL Best Owner Award. At the end of the signup period (18 seasons / 10 months), an $80 prize will be awarded to the two best league owners. First place will receive $60 and second place will receive $20. This prize can only be used towards renewing in the JFL. The award is intended to recognize the two best owners based on their performance in three categories: regular season success, post-season success, and also owner popularity based on how much depth, flavor and/or color he or she added to the overall league experience. Each of these categories will be weighed equally as follows:

1) Regular Season Success - Best overall success during the regular season: Winning percentage during the 18 regular seasons x 10 plus Number of seasons with 100+ wins minus Number of seasons with 120+ losses. This number is compared among all owners to create a ranking 1 - 16. However, the worst possible score is an 8 so owners that finish 8-16 all receive 8 points. The best score receives a 1 and the worst receives an 8. In the case of a tie, each owner involved in the tie will split the points equally (e.g. if two owners tie for 1st and 2nd place then they both would receive 1.5 points while third place would still be awarded 3 points).

2) Post-Season Success - Best post-season performance during the 18 regular seasons: Number of World Series Titles x 3 plus Number of League Championships x 2 plus Number of League Pennants x 1 plus Number of Wild Card appearances x 0.5. This number is compared among all owners to create a ranking 1 - 16. However, the worst possible score is an 8 so owners that finish 8-16 all receive 8 points. The best score receives a 1 and the worst receives an 8. In the case of a tie, each owner involved in the tie will split the points equally (e.g. if two owners tie for 1st and 2nd place then they both would receive 1.5 points while third place would still be awarded 3 points).

3) League Contribution - Best contributor to the league experience. Each owner (and the commissioner) will vote for three other owners in this category. A #1 vote is worth 3 points; #2 vote is worth 2 points; and a #3 vote is worth 1 point. The owner with the highest total wins this category. Note: There will be a penalty for non-voting owners and no owner may vote for himself. Non voting owners automatically receive a 30 point penalty. So if Owner X received 42 total points, but failed to vote then his total is reduced by 30 points to 12. This number is compared among all owners to create a ranking 1 - 16. However, the worst possible score is an 8 so owners that finish 8-16 all receive 8 points. The best score receives a 1 and the worst receives an 8. In the case of a tie, each owner involved in the tie will split the points equally (e.g. if two owners tie for 1st and 2nd place then they both would receive 1.5 points while third place would still be awarded 3 points).

Total Score = Total of all 3 rankings. If the final total results in a tie then the owners involved will split the prize money equally. Note: The worst score possible in any category is 8 (8th - 16th place all receive 8 points).

Example using two owners:

Regular Season Success:
Owner #1 = (.636 winning percentage x 10 = 6.36) + (9 100+ wins seasons = 9) - (2 120+ losses seasons = 2) = 6.36 + 9 - 2 = 13.36 = 2nd place
Owner #2 = (.576 winning percentage x 10 = 5.76) + (8 100+ wins seasons = 8) - (0 120+ losses seasons = 2) = 5.76 + 8 - 0 = 13.76 = 1st place

Although owner #1 had the best winning percentage, his 2 120+ loss seasons pulled his overall number down below the other owner.

Post-Season Success:
Owner #1 = (5 WS titles x 3 = 15) + (7 LCS titles x 2 = 14) + (6 Pennants x 1 = 6) + (4 Wild Cards x 0.5 = 2) = 15+14+6+2 = 37 = 2nd place
Owner #2 = (3 WS titles x 3 = 9) + (9 LCS titles x 2 = 18) + (8 Pennants x 1 = 8) + (6 Wild Cards x 0.5 = 3) = 9+18+8+3 = 38 = 1st place

Although owner #1 had the most world series titles, owner #2 barely pulled ahead because he appeared in more post-seasons and had more LCS success.

League Contribution:
Owner #1 = (8 first place votes x 3 = 24) + (1 second place votes x 2 = 2) + (1 third place votes = 1) = 24 + 2 + 1 = 27 = tie for first
Owner #2 = (2 first place votes x 3 = 6) + (8 second place votes x 2 = 16) + (5 third place votes = 5) = 6 + 16 + 5 = 27 = tie for first

Total Score:
Total for Owner #1 =2nd place + 2nd place + tie for 1st place = 2 + 2 + 1.5 = 5.5
Total for Owner #2 = 1st place + 1st place + tie for 1st place = 1 + 1 + 1.5 = 3.5 (Award Winner)

I posted them verbatim, except for the change around prizes stipulating that they can only be used for renewing in the JFL.

Effective with the start of the 2057 season, the league has changed it's trade policy to allow for trading of future draft picks up to 4 seasons in advance.
