Minor League improvements

What does it take for a guy to actually improve? I've got a minor league outfielder that is 10/10 in improvement chances on his arm over the last two seasons and he started with a c- arm and still has a c- arm.

Will these guys improve during the season or do I have to wait until after the season?

He had a D+ arm to start. The past ratings tab on the player card is not accurate.
