Improvement Chances

Very new to SD and I have a question about Minor League IC's. I see that every other team I checked (didn't check em all) has 3-7 IC's already in their Minors, is it because of the older age of the guys in the minors of the other teams (25-30ish) or am I doing something wrong. I have it set to 5-5-5-3-2
