2 Min off

I know Ive brought this up before, I think its the biggest issue in the game right now.

The 2 Min Offensive Setting rule reads;

This strategy is in effect when ____ or fewer seconds are remaining in the half (for either team) or game (when tied or behind).

This stops teams that are winning from using the 2 min offense in the first half, in fact they are stuck between running out the clock and calling time outs... it doesnt make any sense.
