This is a tricky one, but the defense should accept this penalty at this spot on the field.

The accept/decline logic for the defense that applied here is to always decline penalties on 3rd or 4th down unless the offense scores or makes a first down, to force a 4th down or turnover.
Perhaps an "Accept penalty on defense if offense is within [40] yards of the goal line" option?

I think thats about right. You give the offense a 4th and 2 from the 36.
