Allow all playbooks in coaching strategy dropdown

I run the same offense in several different situations (yellow, green, etc. etc.). I would appreciate not having to edit one, delete the others, copy it over, and re-select; it would be very handy to allow us to have access to all playbooks in those dropdowns instead of needing a playbook specified in that situation.

I got partway through this and ran into some difficulties; this may not make it into the end of month updates, but it will likely happen at some point.
