The two new leagues are:
The Franco Harris Football League, a 32 team league.
The Red Grange Football League, a 16 team league.
Both leagues are set up with the standard Premium League rules: letter display for player attributes, 1 game per day, no offday before the Sim Bowl, and an injury frequency of 1 in 45 plays.
Both leagues will need a Commish; if you are interested in acting as Commish, please post a private message in Support after you sign up for the league.
Once signups get going we can estimate when the draft will take place. It normally takes 1 to 2 weeks for a new league to fill, but since there have been no new leagues for a while, these may fill faster.

For some reason every time I click buy, the paypal comes up and when I sign in I'm getting an "encountered an error" message. Anyone else getting the same thing?
