Is the Speed and AGL of the nearest DB measured against the Speed/AGL of the target WR the same way as it is if the same two players are matched up in man-to-man coverage?

They are but there are variations in other parts of the completion rate formula to account for the difference in coverage, depending on how tight the coverage is calculated to be.

"keyed in" is something you only see on the test server. It means the offense is overusing the play they are running and the defense is adapting to it.
