Great opportunity in the PTL. We are having a 4 team expansion draft. We are one of the older leagues in Sim Dynasty. We have several top 100 win owners and are very competitive. We offer a reward for winning. Purchasing a team in the PTL means you enter a 12 season competition for top team in the league. The winner gets renewed for free! The second and 3rd place finishers get discounted renewals as well. A great incentive not to tank! We have current Hall of Fame and I am the Commish! What more could you want? Never any Dynasty Bots! Come join the PTL before we fill up!

B. The Amateur Draft will be run at 9:09 AM following the Off-Season. The player pool for the amateur Draft will be shown around August 1 of the season and once generated can be ranked by Owners for the upcoming draft.

III. The Next Season(s)

A. Full seasons take twenty-one (21) days broken down as eighteen (18) days for the regular season, two (2 )days for the playoffs and one (1) day for the Off-Season and Amateur Draft. We will play approximately eleven (11) seasons over the course of eight (8) months.

B. Towards the end of each season we will announce when the following season will begin. In general there will be a one (1) day break in order to allow Owners to trade and implement strategy prior to the start of the next season. When possible we will attempt to begin on a Sunday, Monday or Tuesday provided there has been a minimum break between seasons.

IV. Waiver Wire Rules [None currently]

V. Roster Requirements

A. All teams will be required to carry two (2) catchers on the major league roster at all times. In addition teams will be required to play a minimum of one (1) catcher in the starting lineup at all times. If a team wishes to train another player at catcher that is allowed provided a catcher is in the starting lineup at a different position. For purposes of this rule, a player on the roster with a rating at Catcher above 90% shall count as a catcher.

B. The Roster Maximum is 25 Players so owners must demote or waive players immediately upon having 26 or 27 for whatever reason in order to get back down to the cap.

C. Any player not on a team's major or minor league roster or on the DL before game 136 is played, is NOT playoff eligible for that team. THis means that, during the playoffs, that player must either be resting, in the minors, or on the DL.

D. Playoff teams shall be allowed to set the roster once and only once before each playoff series prior to the start of each series. Once a series begins the rosters are frozen.

VI. Trading

A. Trades may occur at any time -- players acquired post-9/1 (game 135) in any given year are ineligible for playoffs that season and must be moved off the roster before playoffs start, either by waivers, options, resting, DL, or trade.

B. Trading of Amateur Draft picks is allowed for up to the next five (5) future drafts but not beyond. Trades do not need to be posted on a thread on the message boards a unless the trade involves some sort of consideration that is not immediately identified on the trade news page.

C. There shall be no trading of draft picks beyond the last season of any renewal period.

D. Trading of minor league Coaching Points is NOT allowed in PTL and is considered a form of cheating.

E. The PTL will use the site-wide process for challenging trades. As of July 9, 2010 the process works like this:

1) If someone is unhappy with a trade, they post a private note in Support within 4 days of the trade. If the trade is made before the trade deadline, the complaint must be filed prior to the end of the season.

2) Admin will notify the league of that complaint and ask for 2 more people to step forward and "second" the complaint, by privately posting in Support. Owners have 3 days to do this from the time Admin posts in the league.

3) If the trade gets 3 complaints, the league will vote on it. 10 votes, or 66%, are required to overturn. The owners involved in the trade do not vote. As part of this vote, the league will get an outside 3rd party opinion on the trade, usually from barterer2002.

4) Discussion on the trade is not permitted, except that the 2 trading partners can post a private note in Support and ask Admin to attach their comments to either post (Trade Complaint or Trade Protest).

VII. Owners Section

A. Owners will have first rights to renew their teams for subsequent renewal periods.

B. If Owners decide not to renew or leave for another reason, expansion Owners will be found. If there are two (2) or more expansion teams in a given renewal period an expansion draft will occur and be conducted similar to the Initial Draft for the expansion teams.

C. Owners will have the right to transfer their team to a different Owner upon approval by a league vote of a minimum of nine (9) Owners. Any consideration may be exchanged between the Owner as seller and the new Owner as buyer, however, any such transaction will be a private transaction between those parties and not the league.

D. If any Owner is inactive for more than two (2) weeks without providing notice to the league on the message boards, the Owner will lose all rights to the team and forfeit all monies paid for the team. The team will be sold to a new Owner and they will forfeit the money they paid. The Commissioner reserves the right to maintain inactive teams (promote/demote players) to ensure the team remains competitive until sold to a new Owner. No trades regarding that team will be allowed until purchase by an Owner. The new Owner will maintain all previous rights including, but not limited to, Amateur Draft trades made by the previous Owner.

E. Owners should try to resolve any disputes privately before publicly airing the grievance. The Commissioner will have final authority to resolve disputes.

F. Owners will be presumed to have read and understand all the rules. In the case of ambiguity or conflict between the rules an Owner shall be proactive in attempting to get an answer to the rule prior to acting in violation of a rule. Owners shall publicly post a message or u2u the Commissioner if they are acting in a manner contrary to the rules due to ambiguity. Owners who do not publicly announce or try to get an answer to a rule prior to action will be treated more severely than those who use common sense and make every effort to get an answer to a rule prior to acting.

G. Player's names. Owners shall use common sense when changing players' names and assure that names are realistic in nature. Nicknames, defined as names or parts of names appearing between quotation marks or similar punctuation, shall also be realistic in nature. The Commissioner reserves the right to change any name that offends other owners. Otherwise, owners are free to change a player's name until such time as that player has played in one full season at the major league level. One full season is 162 games for position players and either 90 games or 200 innings for pitchers, whichever is acheived first. Any player who is traded to another team or claimed from the Waiver Wire are also subject to this rule.

H. Team Name. Owners may change their teams name once without league approval so long as the name does not offend other owners. Once the name has been changed once, owners may not change the team's name without a vote by the league to approve such name change. Name changes subject to league approval will require the vote of eight (8) owners not including the owner requesting the name change.

I. There will be no refunds issued at any time for any reason.

VIII. Prizes and Cost

A. The Cumulative Records of teams will be recorded each renewal period and the top three (3) teams will receive compensation towards the next renewal period:

1st place -- Free Renewal
2nd place -- Discount credit of $26.25.
3rd place -- Discount credit of $17.50.

B. For purposes of calculating the renewal standings:

8th place team (losing league) = 50
8th place team (winning league) = 55
7th place team (losing league) = 60
7th place team (winning league) = 65
6th place team (losing league) =70
6th place team (winning league) = 75
5th place team (losing league) = 80
5th place team (winning league) = 85
4th place team (losing league) = 90
4th place team (winning league) = 95
3rd place team (losing league) = 100
3rd place team (winning league) = 105
2nd place (Wilcard) team (losing league) = 110

1st place (Division Winning) team (losing league) = 120

ALCS and NLCS Winners + 10
WS Winner + 15

Tie Breaker (within a season) = Points available to all tied teams will be added together and then divided qually among all tied teams. As an example, if two teams tie for 5th in the standings in the league that loses the World Series, the points for 5th place (80) and 6th place (70) will be added together (150) and divided in half so that each team receives 75 points.

Tie Breaker (overall standings) Team with the most playoff bonus points will be given preference. If, even after using playoff points, two or more teams remain tied, prizes will be divided equally at the Commissioner's discretion.

C. The cost of a renewal period (appx 12 seasons) in the league is currently $55.00 plus $6.25 as prize money.

IX. Penalties for Rule Violations

A. The Commissioner will decide whether or not to administer any penalties due to rules violations.

B. In general and only as a guideline, if a rule is violated and the Commissioner feels the Owner should have known better, a reduction of five (5) victories in the Cumulative Record of the team will be imposed. Upon a second violation a reduction of seven (7) games will be imposed and upon a third violation a reduction of eleven (11) games will be imposed. Any further violations will be dealt with on a case by case basis and may include loss of Amateur Draft picks or other types of penalties.

X. Rule Changes and Amendments

A. Rules may be changed for purpose of clarification by the Commissioner at any time..

B. Amendments to the Rules that are outside of the purview of what is already covered will be voted on by the league and require eleven (11) of the sixteen (16) Owners in order to be implemented as an official Amendment.

C. A particular proposed Amendment to the Rules may only be voted on once per season.
