Make a rule that requires every voter to use their vote. How is it possible for you to turn in a blank ballot? When I hear some voters do it because they have a "scared duty" to uphold and this , that and the other it makes me sick. Ok, so you have a problem with a steriod user on the ballot. Fine, don't vote for that person or leave an entire ballot blank. Not only is that selffish, but you are taking away a vote for someone that deserves it. Perhaps this is really why it took Rice so long to get in.
In the situation where someone turns in a blank ballot, they must then defend their decision in an editorial in ESPN Maginzine. And if it doesn't hold up..they will be stripped of their "responsibilities".
But honestly it's crazy how much power these writers have concerning this. Bob Costas would be my sole pick as a voter. At least he makes plausible agruements.

I'd want anyone who voted for Bruce Sutter and not Goose Gossage, when they were both on the ballot, to have their voting privileges rescinded .

Rice was certainly a better hitter in the friendly confines of Fenway but he was nowhere near the defensive player that Dawson was plus Dawson was a tad bit better at running the bases.
Plus, of course, two wrongs don't make a right .

barely, deke, and Dawson was better in every other aspect: fielding, baserunning, and played CF rather than LF.
neither selection was very good.

(no need to downgrade the hawk with rice comparsions. rice was a little better hitter, right handed in a baby ballpark. hell,
mike lowell had an altogether decent year there, if you can hit the fly ball to left, that's a double. dawson was a better
player than rice. they don't vote for just hitting, they vote for the whole player.)
i mean, the worst thing you can say about dawson, really, is his obp was not great. dawson didn't run the teams he played for. they put him in the middle of the order and told him to knock in the run. he was not encouraged to walk, and he didn't. it was not his job.

Perhaps x number of consecutive years of blank ballots would be a better stance for rescinding HOF voting privileges. There's no way you can feel year after year nobody's good enough. That's what the Veteran's Committee is for.
