Establish Minimum TCs for Gold Glove Award

Based on the example below, Steve Hook won the Gold Glove for 7 total chances played, all assists. Although he should be applauded for having a perfect fielding percentage, I presume that there are more deserving players that better represent the spirit of the award. Recommend that a minimum number of TCs be established for those that can be considered for the award. What that number should be is open for discussion.

Far as I can tell, the minimum hasn't changed from one inning per team game (for pitchers).

That would make this a bug. Maybe because he was on the roster for fewer than 23 games? Grasping at straws here.
