Return Yardage

It would appear we have a problem with return yardage.
Based on 10 years of Epsilon and the past 10 years in the NFL we are averaging too little on kickoff returns, 21.8 yards per return as opposed to NFL averages of about 22.8, and too much on punt returns, 10.8 as opposed to about 9.4 in the NFL.
It's a small thing but does indicate some mismatch with reality.
Also has been often noted we don't score nearly enough return TDs.
The NFL averages about 15 punt returns for TD annually, we've had 15 in the first 10 years of Epsilon, and in the past 10 years the NFL has had 156 kickoff returns for TDs whereas Epsilon has produced 11.

Both punt and kickoff returns have had adjustments made to them lately, so it might be worthwhile to split the seasons to look at the numbers.
There's supposed to be code to create return TD opportunities, I need to look at it. It's heavily dependent on the Kick Return skill plus Speed, maybe that combo is too rare.

I have been afraid to put people at KR with low ratings in Kick Return even if they have great Speed, Break Tackle and/or Agility.
Which of those matters most and least for KR?

Kick returns are broken into sections: the first portion is mostly Kick Return and Execution, the second is mostly Agility, and the third is mostly Speed. Of course a healthy dose of Break Tackle is needed too.
