Controlling what aspects a player improves on

This is mainly for pitchers.
Let's say you have a minor league pitcher that is already A+ in velocity and only want ICs to go towards Control.
I think there should be an option to let us control which attribute a players should focus on, such as a pitcher's control. If he is already A+ in velocity, then why keep trying to improve in velocity?

This would simply result in a talent inflation, everyone would draft high split guys and them let them all get to red letters by only choosing to focus on the weak skill. I mean if I draft an 18 year A-/D pitcher, currently of marginal value, and tell ABE to only focus on control then in 3-4 minor league seasons I've got a 21/22 year old A-/B+, at which point I say to ABE "Cool, now go back to random improves"
This is why skill bundling was created in the first place because previously high split players improved on there weak skill at crazy high levels and everybody ended up in red letters.
