Foreign players in the free agent pool and Free Agent Acquisition Budget

I don't know if this has been brought up before, but what about the idea of putting foreign players on the waiver wire? Currently we see 3-4 foreign players in the amateur draft which is probably fair considering the time frame of set at the beginning of each league (1950).
I like the idea of randomly spawning foreign players on the waiver wire. It could help the crappy teams. These foreign players wouldn't be restricted by age, either. There could be some 18-19 year olds or some 30 year olds. As we know now Cuban players defect all the time and a bidding war ensues.
A problem I envision would be that only the worse team would be able to snatch these players which would be a bit unfair.
I assume we would have to implement a rolling waiver wire system where if you claim a guy, you go to the bottom of the list so it becomes riskier than just hap hazardly plucking guys from the waiver wire with no risk at all. These guys could develop variably, some turn into gems, some duds.
An alternate idea to this could be assigned a free agent acquisition budget of 100 points. If a player hits the open market, any team could put in a claim and designate how many points they would spend on that player. Maybe 85 points for some real good player, or just 1 point if you don't think anyone else will bid. The bids would be confidential so no one knows what their competitor bids.
So if you put these guys on the waiver wire the worst place team just won't automatically get the best player everytime. Strategy becomes more important.
Your FAAB (free agent acquisition budget) will replenish at the start of every off-season.
Alternatively, you could put the foreign players who are supposed to be in the draft onto the waiver wire because in real life, foreign players aren't typically the ones getting drafted.
I am sure the coding would be difficult to implement, but worthy nonetheless.

They could also use the free agent system that sim football employs whereby once a team makes a waiver wire claim they drop to #16 in waiver wire priority and have to "work their way back up".Waiver wire priority could be reset every off season to reflect the previous season's standings.
Since this code has already been written for football it should be relatively easy to institute.

Not a fan of the FAAB, but I like the rotating waiver wire idea. We use it in one of my fantasy baseball leagues.

It should be noted that what SIM uses currently is very similar the current MLB waiver order rules.
