I say no kicking at all! Start the half at the 30. Can't get a first down in 4 plays? Tough. The other team gets the ball.

Speaking of kicking, I'd like to see the influence of gambling reduced by kicking-out at least half of the network halftime scores/highlights. Perhaps a worse idea than eliminating kickers. Can anyone imagine an overtime game being won on a touchback? Absolutely stupid.
5. Field goal defense must include a return man. If a field goal attempt is short and lands anywhere in the field of play, it must be returned. If not, same rules as #4.
All this will do is cut down on the number of long-range field goal attempts, and/or become an effective "punting" strategy, in which the kicking team can bury the return team with a high, short kick. Would wreak havoc on the field position game.
6. An exception to the out-of-bounds punt rule is made for the quick kick.
Yawn.
7. Any kick (not just a kickoff) is a free ball after ten yards.
Wow. You can attempt a field goal now and turn it into a forward play of 30 or 40 yards by recovering it on a bounce. Stupid.
8. Reduce play clock to 20 seconds. Delay of game is a 15 yard penalty.
Won't dignify this with a response.
9. Quarterbacks who do not call their own plays must wear dunce caps on top of their helmets.

10. No more than 2 substitutions allowed between plays for either side.
Weren't we talking about kicking?

If you took out the kicking it would be a different game--whatever anyone thinks of the kicking, it would clearly be a very different game without it. However, one change I'd be in favor of is not allowing field goals in overtime. I think you should have to get the ball in the endzone to win in OT. There should be some middle gound positioning in attitudes in each sport, IMHO.
Bring back 5 or 10 minutes of the Kilgore Rangerettes from beautiful Tyler, Texas, or other halftime entertainment! :)
